Sounds like he's clouding (pardon the pun) the issue a bit. What he's describing is just a cluster on a rack in a datacenter in India running virtual servers. This isn't anything revolutionary, and on top of that, they're going to sacrifice latency considerably.

Speaking of Cloud Computing, check out this presentation... I liked it more for the style of his presentation than about CC, but it's pretty good on that front as well.
