You can google it as well as I can, but my reading is that all comers compete in the primary and the two candidates with the greatest number of votes, and only those two, go on to the next round. The idea seems to be that the the political party that both has the wherewithal to attract substantial numbers of voters and can field the fewest candidates has a substantial advantage. They may be able to shut all other parties out of the race altogether since only the top two coming out of the primary can compete in the general election, and those two candidates might well be from the same party.

BigKitty, you might want to read up on your idol. If you still cling to your illusion that he's a humanitarian, I'm concerned you might start extolling the virtues of Pol Pot. Everything Hugo does is to keep himself in power while his country crumbles.

Extreme poverty exists all over the world, whether it's inner city Detroit, Shannon County in Missouri, rural Louisiana or Zimbabwe. The only places I haven't seen it are countries like Denmark or Switzerland, and their hypocrisy is that their affluence results from policies of keeping immigrants out.
Detroit is like Caracas in that the underprivileged have to attend the same shitty schools, and that there's a high crime rate, just not as bad as in Hugo's land. But there are bright spots in Detroit, and opportunities to escape, both geographically or financially. There are no such opportunities or bright spots in Venezuela. There is zero investment in the economic engine and infrastructure of that country. Everything is crumbling.
