I've lived in places where people only locked their cars in August to discourage their neighbors from gifting their garden produce, mutant zucchini especially. Find one in Oct after its rolled and slid under your seat, you'll whiff why. None of the homes I lived in as a kid had functioning locks. There wasn't much to steal.
Population's doubled since then and the penal code's outpaced it. Tax revenue goes down, rich fucks get a free ride, and legal theft goes up. Think anyone's noticed?
