It is a gift placed in Dubya's lap, and he seems to be too stupid to recognize it. Raul has done everything short of announcing that he is ready for a rapproachement. The first words out of GWB's mouth on hearing about Fidel's announcement -- Cuba needs to hold "free and fair elections" rather than sham elections like what they have been holding over the last 5 decades -- putting a lump of excrement in the mouth of a gift horse.

As was pointed out W is too dumb to think of that. However the Republicans will take credit for it, and any gains in diplomacy that come under the next administration the same way they took credit for the economic boom that occurred during the Clinton years. Of course if it doesn't work out that Cuba becomes a free capitalists paradise it will all be the fault of the next administration (even if its McCain, the GOP will hang him out to dry) not W's for failing to strike when the Iron was hot. Especially if Cuba becomes a protecrate of Venuezlua or something.

the Politico's always try to take responsibility for everything good. Clinton, Gore and both Bushes tried to claim the dot-com boom, Clinton and Bush both claimed the real estate boom. Oddly no-one wants to take responsibility for the bubbles popping . . . .
Castro stepping down, China opening up, the Velvet Revolution - all feathers in everyones caps if you listen to them.
Reagen was too busy napping to fuck-up pestroika, Clinton had his interns to distract him from fucking up the dot-com boom and Shrub had his little war; in the end the best any of them has managed is to not fuckup the good things when they start and forget that you have govern the motor a little so it doesn't go red-line and blow.
of course since they all blow these good things that happened on their watch ended up blowing too . . .
