Yes, but Putin may have more control of the purse strings that hold up the Oligarchs than one might think.
Tgere is a ling essay I read in The Atlantic, that described how Putin has worked for the last decade to alter the relationship with the Oligrachs. He didn't want them wandering too far iff the range. So he hooked them with state contracts and Russian controlled access to financing. And had great success when there was a downturn un the world economy and the Oligarch's businesses needed propping up. Done by getting them to feed on and depend on Russian contracts, He buttered their bread and now they are dependent in a new tightly bound way to his power structure and those state resources he controls. They need him to keep it all propped up. Oligarchs need the status quo. I suspect it is feared Chaos might ensue if someone knocks over the apple cart and Putin is defenstrated.

Putin does hold a lot of cards, and has tied the oligarchs to his regime quite thoroughly. That's what make the pulling away of some of the Gazprom and Lukoil "oiligarchs" so interesting. Of course, they seem to be dropping like flies. There likely is a lot going on behind these events that we may never learn about.
