They were talking about this on the radio last night. It was hilarious listening to all of the furious people calling in.
Caller: "They're trying to take away the rights of parents!"
Host: "But they have to have parental permission before supplying contraceptives."
Caller: "Oh. Um...well I still don't like it!"

It's interesting that, once the parents give consent, the doctors don't have to say what services the kids are receiving. That ought to run afoul of some guardianship law, but yeah, the whole mess could have been avoided with a half-hour conversation.
