Again, I have to agree with your assessment. Playgirl always had dudes with bad curly perms and cheesy mustaches, AND SMALL COCKS. I remember them all from my sordid youth. Most NYC magazine stands used to sell outdated, shrinkwrapped "bonus packs" that had about four or five random mags inside. I recall being similarly disappointed to find a Playgirl sandwiched in the middle (tho not as sore as when they threw in a 'story' rag).
