They're not, except in some higher-functioning cases where mild autism is comorbid with retardation that can be tested using the standard means. As I'm sure you've heard, some autistic children/adults, and those with Aspergers can demonstrate remarkable abilities in the areas of music, art, calculation (just about everything but language and social skills).

The problem here involves inappropriate social engineering, in this case placing children who need a special setting into the same classrooms with normal children. This is harmful to the special needs child and disrupts the education of the other children. This is why so many people choose to send their children to private schools. Parents send their children to school to get an education, not to participate in the socialization of retarded or emotionally impaired children. This is the same misguided philosophy that lead to millions of children being bussed past schools close to their homes in order to achieve some magic percentage of members of their ethnic group at a distant school.

It is even worse than you think. "Carmel" is the elitist niche of Indiana (if that could be possible). Carmel is stereotyped as being the haven for any and all snobs that choose (or are forced to) live in Indiana. Carmel is to the rest of Indiana what, say, Beverly Hills is to Long Beach.
That they even tolerate the lesser abled in Carmel Clay is a big surprise to those of us that choose not to live among "the better people".
The fact that they tase the mentally challenged is to be expected.
Maybe this will finally teach the parents that they aren't wanted there, and to move down to Marion County where they belong!!!

Not to mention, our cops tase anything that moves. It usually follows some big binge-drinking at the local strip club, then a pack of cops, having had their freebies in the parking lot, move on to something more entertaining.
It use to be they'd simply shoot black people for kicks but after the Michael Taylor lawsuit, they go for more variety these days. (Guy gets shot in the head while in the back of police car, hands cuffed behind his back and seat belted in, review board calls it "suicide" as cops explain he had a .38 tucked in his shoe that they didn't catch on the search. He was wearing just shorts and shoes only. Cops get off scott free but mom wins lawsuit against city).
I've got a dozen stories of Indy cops, similar to that one....

If you are going to be worked over by the cops, tasing is about the easiest route you can take. It sure as hell beats the baseball bat, super-tight cuffs or the old standby, a kick down the stairs of the parking garage.
