That's an insightful comment. It doesn't absolve the individuals of personal responsibility for their actions, but the masters certainly share in it.

Humans are free agents and while a free agent often willing submits to an authority (in this case the greater good), the very process of submittal changes the logic tree trained into the brain.

Think of it as berserker "Destroy all that threaten ours" versus childhood "Do not hurt" versus "Look what they did to Johnny" in an OMFG "fog of war" situation.
