I can see how the safety of the structure or systems might come into play if there were children in the house, it was a business or some other publicly accessible spot. But Floriduh has tens of thousands, if not 100's of thousands of families living in 30 year old trailers parked "out back" that are just as un-safe, though nobody says anything. Much of the Section 8 and public housing is just as broken.
I can even see them shutting down her unapproved private camp ground. But if some old lady wants to electrocute herself in a tree house, who am I as a taxpayer to care? Do you?

It's tough. Most agencies are underfunded and lack good leadership. Exclusions happen but they are a bitch to push through without community involvement (good luck with that part if you aren't in a small town).
A buddy of mine's sister was a bit off and wanted to live rough, now they were both millionaires and respected contract lawyers but she just started living on the streets. So he went and rescued her and took her to his house. Well off she went again and again and again.
Finally he set her up to live "rough" in the side yard next to his garage. In Santa Monica. Lead balloon, etc.
Massive favors were given and called in to get them to leave her alone, he had to buy at least two of the surrounding houses.
So far as I know she lives in his side yard still, she even has a grocery cart.
