Believe it or not, I'm a bit surprised that Budapest is at the 3rd grade level (usually 8 and 9 yos). A great many high schoolers and full-grown a-dolts couldn't tell you it was the capital of Hungary. I'm guessing that the learning curve drops off sharply after the next two years of senseless drilling.
