Electrical fires are especially tough. Combine the obvious electrocution danger when applying liquid suppressants to the often highly toxic mix of coolant and insulators inside of older transformers and it's the kind of fire that most companies won't even try to fight. Find the switch and turn it off and wait for it to finish burning.

That looked like primary flashing. Must have a lousy fuse/breaker setup. Decent configurations would have dropped the feeder or lateral in a few cycles.
