In the late 90's and early 00's I had a friend that worked in a soap store(which also dealt in soap salts) that kept insisting that I should try them since it did wonders for her. Now after reading that article I think I know why.

I was helping Mummy-in-law clear trash from her front lawn about a year ago, and found this little packet,

There are various reports from people either saying it does nothing or that it will mess you up.
Personally I'd never use anything off label, but I can see where plant food in tablet form might give someone the impression that they can ingest the stuff. Better labeling might help.

I think it's just a modern version of the jenkem scare. I remember back in high school that if anything was rumored to get you high the kids would try it and it usually didn't work. The only real effective high we ever got was huffing the nitrous oxide off of Rediwhip cans.
