Anybody, anytime and almost anywhere

I'm not sure why people want to carry concealed weapons, what are they trying to hide? Concealing things carries an ancient and valid stigma of dishonesty and treachery.

Go open carry if you feel the need to carry a weapon don't be afraid to let the world see who you really are.

Vermont has been that way for years.

As for why concealed vs. open, it's a matter of public comfort.  People get squicked out when they see someone carrying a gun openly.  There have even been studies about the attitude toward police who openly carry vs. those who conceal or don't carry at all (UK).

At one point in South Africa, concealing was mandatory, but that is not the case today.

The whole "tactical" thing. The manufacturers know they can't sell enough plain old hunting guns to keep profits growing, and Wall Street must be served. So, tactical rifles, shotguns, handguns (pens for shit sake) to shoot bad people with. They, with the propaganda of the NRA, work hard to create the impression of imminent danger from all sides, shoot first or die. The target audience is white, of course, and the threat comes from those other people. George Zimmerman tooled up, and went to save his neighborhood from those other people, and too bad for Trayvon Martin.

It's possible that school shootings are a different crazy asshole metric:

I always just figured the "concealed" portion was meant to cover, like, women who would want to carry in their purse (as me own dear mither does), or folks who want to toss theirs in the glove compartment of their car.  Damn things are heavy, y'know.
