I was gonna make a crack like, "13,000 euros?! That's like nearly 480 dollars!" But it turns out it's over $14K. I had no idea the euro was so strong.

That's still cheap. Second DUI here would probably result in civil forfeiture of your car and at least $20k in fines, plus $40k in legal fees to stay out of jail. Or lose 3-5 years of income, still more expensive.
Defence solicitor Edward Bradbury...said the educational system "just didn't work" for the accused...
Blame his 19 DUIs on poor schooling...
