If we ever did train them we'd find out that the equipment doesn't work right. It never ends with FedGov bureaucracy.

Old congressional mantra: Pass the law the people want and then immediately de-fund the implementation and enforcement of that same rule. Net effect is no law.
Just like Dad saying you have to be in by 11PM but then being passed out drunk by 10PM every night...
