You see the same thing in some of these Christian semi-cults where you're not supposed to marry outside your faith/sect/religion, whatever it truly is. Maybe not thirteen, but I've known of 16 year old girls that we supposed to start "dating" 30 or even 40 year old men with the intention to marry.
In most of these pioneer cults the husband is supposed to be the father to his wife so I guess there is a perverse logic to it by the old men in charge although I doubt if that fate awaits any daughter of a minister or higher up in the org.

They are using all of the money they save by not paying taxes to funnel it into the back pockets of the few old men that run the legislature. It's the good ole boy network since Ogg picked who got to go on the hunt and get the good antelope.
