You want Elon Musk and China to decide the future of space travel?  Have you considered that the possibility that you're just a beat-down defeated old man?  We're not going to Mars anytime soon, despite what they say.  So what else, more NEO stuff?  New space telescope?  File that with the department of good money after bad.

I'd see either a NEO-Port and a Lunar Port as more productive; let Musk compete with UPS, Union Pacific and the like for the thin profits on the freight transport portion.  The next step is Manhattan in orbit not the Lewis & Clark expedition.
