They may actually be guilty of shooting up the town while being black homies. Or god forbid, Mexicans. Friends who have looked at expanding business locations into midwest cities say these are some of the worst ghettos with the most degradation in America now. And these are folks who grew up in North Philly.

Police in shooting situations have a 10% record of actually hitting someone (with 1 round), and that is usually within 7 yards, usually closer.
I take it these were people armed with pistols. I also imagine that this was across the street, or down the block. They may own guns, but they probably don't have the discipline or capacity to train at a range to improve their targeting.
