Other than the fact that image has been scarred into my eyes for, probably, the rest of my life, I'm curious: is there a term for fat development like hers? Why would it concentrate on the lower half of her body as opposed to spreading itself around?

I saw some documentary on a woman who had a condition that looked like this, though it was only on one leg. It had to do with a problem with her lymphatic system and fluid pooling in the lower half of her body.
