There is a drug that can cause skin to darken dramatically. It’s normally prescribed for dark skinned people with vitiligo, but the White authors of Black Like Me and Soul Sister used this drug to develop black skin in order to reverse pass. He was adopted, so who knows what he really is. I've seen black people who are 1/2 East Indian in that color...

I have met him. He used to be the Lt. Governor of MD. He looks like he has some Indian in him (as in dothead). But he's got the black fro-style hair.

I've seen a few pictures of him but never one that looks quite so odd. It looks as airbrushed as a Playboy centerfold.
Now, if you want to talk about some odd black person coloring you really don't need to go any further than our purple-lipped head of the executive branch. The first time I saw him I thought he was suffering from hypoxia.
