Precisely why the use of non-government personnel in combat situations should be banned.  Paramilitaries, Private Military Contracters and Mercenaries operate on principles and motiviation that do not necessarily run parallel to the public goals and often completely contradict them.

Blackwater (Xe) is the prime example, the conflict in Iraq is a revenue stream - they no more wanted to bring it to a close than InBev wants another prohibition.
