I thought you always had your homies stacked and packed into the back of your 1986 Reliant K car with $4000 27 inch rims? What's to prevent you from using the carpool lanes except not having a job to go to?

I think the point is that the DOT is proposing that car pool lanes in many places (like here in LA) be changed into toll lanes and if you have 3 to a car you get access to the toll lanes for free. The caveat is that you still must have a transponder or you will be ticketed, of course to have a transponder you have to have a credit card on file.
The kicker is that these lanes were built and maintained with tax payer money and will now be turned over to a private entity to run for profit; and if the deals are anything like the current toll lanes/roads the taxpayer will continue to pay for maintenance and policing if they don't turn a profit.
