Beats the fuck out of me...I live in a little nigger town in Alabama; we have the same problem every New Year's or 4th of July.  Only difference from Georgia is that here, fireworks are legal; therefore, fewer guns are used (supposedly).

On the other hand, N'awlins has perhaps the worst problem: many years ago when the Superdome roof was being "repaired" (the new roof that was to come apart during Katrina), workers found hundreds of bullets.
