Perhaps CPS should have its budget cut for several years since they can't be bothered to do their job. The fact that the child thought foster care would be better than living with her own father should have given the CPS worker a clue. CPS needs to abandon its philosophy that families should always be kept together or reunified. There are some families that just shouldn't exist, that should be broken up for the sake of the children. That's why we had orphanages in an earlier time, because the authorities understood this.

A few years back, a very similar situation came to light in Texas. The woman responsible--the child's biological mother--was sentenced to life in prison. The stepdad who allowed it to happen was sent up for something like fifteen years.
Say what you will about Texas (and usually you'll be right) but at least here they understand punishment, if nothing else.
