How much does it cost to get some secretary to make the copy? A lot more than $5. $20 is probably a good guess for the 1/2 hour of time to get it all done. So they are both wrong.

So you pay your civil servants twice, right? Public meetings are all but white noise distraction anyway.
Want to know what's going on, talk to municipal employees, your local serfs; cops, fire fighters, librarians, teachers, even dept heads. They'll chew your ear off.
The penalty for ignoring FOIA requests in Massachusetts is a public wrist slapping.
