It's much more important to have darker brown skin or a vagina than it is to be an experienced leader when it comes to government jobs, even the military.

I know at least three people who know fuck all about combat experience, let's ask for their opinions about whether or not there are many brown skinned folks that are experienced leaders?

Because they are technically attached to, but not assigned to, combat units, they don't get credit for being in combat arms, something important for promotion to the most senior ranks.
That is complete bullshit, when you are attached to a unit that unit gives you a Fitness Report (FitRep) at the end of your attachment period. It's mandatory; if that unit has taken fire of any seriousness you receive a Combat FitRep and the all important Combat Action Ribbon (CAR).
The US Military is very clear and concise on these matters; google/bing will provide easy access to the information. Promotion is handled by precise guidelines and gray areas do not exist.
