Very cool. I've been recently been working with Adobe After Effects... and this looks like AE with one of the many water plugins now available. This doesn't explain the clown.

[sigh] Some things make me glad we're one of the few predatory species that can perceive "red." It's like someone locked Eli Roth in a council flat with 64-Crayola box, five tabs of Ecstasy, and NO SHARPENER.
