I’m not at all surprised. The police who arrived on the scene were probably Affirmative Action Employees. The paramedics were involved in saving the man’s life and expected the police to look inside the car as part of their investigation. The building inspectors were looking at building damage; the car wasn’t their problem. The tow truck driver saw a pile of twisted metal, he rationally assumed any dead people would have been found by the police and removed before the car was turned over to him.

Public service triage attends visible and vocal disasters first. I proved this theory many times with an infant grandson I taught to squall on cue in traffic court. Age 6 months, and already a gifted actor.
