Do we not already pay for internet access? Maybe I am confused, but I thought we did. And really, since I don't access all that many websites daily, this could actually save me money. (Devil's advocate only, I don't support this idea) Could we then eventually see several internets, each designed for a certain clientele?
This is just another move by the corporate lords, whom many seem to hold in such high regard, to get more control over our lives and activities.

Our Corporate Overlords hate the fact that we can decide for ourselves what content we want to see. They also hate that we can look at BBC and other news outlets not under their control when deciding issues.

Yeah, what fnord said. The really shocking part is that they're not just looking for some kind of exemption for them, they want to bulldoze the entire Net Neutrality law.
Which could, conceivably, end sites like this and every web comic or news page you might like to peruse since they would just charge outrageous fees to the site hosts. All this, I'm sure, while still retaining the Ad based model that is netting everyone buttloads of money, Adblock Plus or no Adblock Plus.
