Thanks for this. I remember reading about this years ago in US News and World Report.
I wonder if the Chinese would be as likely to follow Lieutenant Colonel Petrov's methodology? Or the Koreans? Or us?

There is absolutely no mention of the impact it would have had on "Taco Tuesday" at El Chico's. I find that very strange.
