Couldn't really improve on the headline for the topic title- A social services worker and a hospital nurse are behind bars after a North Carolina deputy spotted their 11-year-old foster child shivering and handcuffed to the front porch -- with a dead chicken around his neck...
The article states- " They had adopted four of the children and were serving as foster parents for the 11-year-old found on the porch."
I wonder if these people were involved in internet adoptee trading. The subject was all over the news a couple months ago?

As a father of teenagers the concept of handcuffs has often crossed my mind, naturally I resisted the urge. However the idea of providing food is just brilliant - I know if Banjo made that move it would be Pop-Eye's chicken.
