I never thought otherwise. How ignorant would it be to only allow the president to order a nuclear strike? To think otherwise reminds me of something I heard about the Soviet tank command. Generally, only one member of a tank crew could actually drive the tank, and only the tank commander could read maps. Loss of either of them would render the tank useless. Expecting to to actually contact the president during the crucial opening minutes of a wartime crisis is lunacy, especially if the attack comes on multiple fronts.
