The picture must be an old one.  General Gustavo Álvarez Martínez was a really strong anti-Communist and head of the military in Honduras.  His 'death sqads' (an example of which is the subject of this photo) were funded and used by the US to destabilize the country as a part of the "Contra" operation.  Martínez was kicked out by his fellow officers around 1984 and he boogied out of the country... but when he later returned to Honduras, he was assassinated.

Interestingly, Gustavo Álvarez Martínez was befriended by John Negroponte when he was the US ambassador to Honduras during the early part of the Reagan administration.  They worked together to build up Honduras's counterinsurgency apparatus.   He later became US Director of National Intelligence.
