I've only heard it called "female masking." I assume it's guys doing it, but maybe women get off to it too. I could picture ax murderers getting into it. I have to wonder about the psychology involved...

As do I, which is why I wasted everyone's time by inquiring. Anything which neutralizes the face is of exceptional interest, for most of the reasons you implied. Fetishizing--or augmenting/penetrating/etc--body parts is an understood practice, as far as I'm concerned, but these negating, anime-ish masks are something I've honestly never seen before.
