There is an animated GIF of this making the rounds at Reddit.  I've seen something similar in Brighton on a public toilet building.  My best guess is that after repeated pressure washing, the brick surface and pointing get worn out, so they switch to red paint - or whatever is on hand, the Brighton one is green.
