Yup.  Local nutter does nutter stuff, people forget about it, then rediscover it.  They get public attention about every 8-10 years.  Pretty sure the Elberton CoC has something to do with the periodic publicity.

If you do decide to road trip it, may I humbly suggest a side trip to Toccoa to visit the Curahee Military Museum?  And maybe Tallulah Gorge as well.  There are shitloads of Cherokee mounds and artifacts to be seen in the area in general.  Improtant rule of thumb - the shittier looking the building is, the better the BBQ will be.
