Because, after going to the moon, we spent the next three decades patting ourselves on the back because we could play around in Low Earth Orbit. Like if, after Columbus discovered the Bahamas, Spain spent the next half-century sailing around the Balearic Sea.
Meanwhile the Ruskies were learning how to live in space.

IMHO I think a Moon base is the important next step but we won't get there without the research, dev and commercialization that has occurred in the past three decades. Without our efforts in Internet, Micro-computing (remember that term?) and advanced manufacturing (3D printing) any hope of true space exploration may as well be fantasy. It was definitely time for government to go back to regulation and over-sight.

No need for men in space race anymore when we have perfected endless wars of terror to enrich defense contractors with direct no bid contracts. Much more efficient transfer of wealth. Less mucking about with government middlemen and red tape. We taxpayers should be proud of our American exceptionalism in developing the best dang capitalist system in the world.
Besides robots can do everything faster, stronger, better in space. Why even bother putting men up there?
