Around here (Floriduh), the rule is that if you post no business hours and have no visitors then zoning rules can't be used to deny you working.

I'm surprised they aren't tackling it on the taxation rules. If she is paid primarily from one source, then the IRS would be after her as a de-facto employee and therefore owes Social Security back taxes.
