I vote for independence. Let them become Cuba 2.0 for all I care. Sell Guam to the Japanese resort developers and the USVI to the cruise ship industries while you are at it. They provide no economic, defensive or governmental function at this point.

Unfortunately our territories have been managed under a bizarre variation of our statehood rules for the last 100 years, many decisions were made for them in backroom financial deals in D.C. leaving them a complete mess.

Sometimes you just have to give in and clean out the garage instead of burning it down and selling the ashes. 

1.  Roll PR and VI into one state, buy one less squadron of F-22's and call it a day. 
2.  Annex the Pacific Islands into Hawaii and say Happy Birthday. 
3.  Drop the Mic and get back to business.

But drilling holes in their boat and casting them onto the stormy seas is really unacceptable behavior.

At least for PR and VIs we could just offer to give the same # of US dollars to some Organization of Caribbean States (or somesuch), let them work together and care for each other. It's not like some impoverished African dustbowl, there is plenty of money and resources available to give them a working budget if they don't spend it all on hookers and blow.
