Grow your own people.
And if that is impractical, learn to ferment what you got. Help your friends make some if they are good at it. History is rife with the those in power trying to corner the market on your access to alcohol. They have failed before and will fail again. Humans are nothing if not inventive of work arounds when properly motivated.
