If the subhead didn't say it already, I would have mentioned Mussolini because that was exactly what I thought of. It also reminds me of the kids who used to tap dance with bottlecaps on their sneakers in the French Quarter of New Orleans. These brats made $40-60K per year, somehow...but to fingerprint them would have drawn similar hue and cry from the black community. The reason the Italian authorities concoct seems utterly ridiculous. Every good fascist knows you should just do everybody when you're trying to single out one class or group.

Perhaps I should explain why I considered them a hazard. Gypsy children outside the train station in Florence tried to grab my luggage and run. An adult Gypsy attempted to grab my camera at the Ponte Vecchio. In Paris, Gypsy children create disturbances in crowded situations; this is a clue that pickpockets are circulating in the crowd.

If one of those kids made like $5 they would immediately stop and go and buy candy and sodas and bullshit, got bored and went and danced some more. In it, they profiled several people out in Metarie who had "panhandler's licenses" and raked in tens of thousands from drunken tourists in the course of a year. Maybe it was not the kids with the dance routines, but someone was making enough to afford a mortgage outside the Quarter. The reason the article stuck with me was its description of how these people would intentionally dress down and "muck themselves up" to appear destitute.

I have been to Nawlins several times. I see them dance and throw a couple of bucks in. They grab it out of thier box right away and stuff it in thier pocket so thier box looks empty still for the next passerby. Yeah, they make money.

I used to know a pack of US gypsies who rented a storefront for psychic readings next door to my work. The gypsies began their peregrinations from northern India, about a thousand years ago, and they speak an evolved form of circa 11th century Hindustani. The gypsies that remain in India are hindus, but the european gypsies are mostly xian e. ortho. xian with traces, especially around matters of virginity, marriage, and family dynamics, of hinduism. I believe the Indian gyppos also have a reputation for cheating and stealing, so that much may be cultural - or it may be a perception foisted upon all nomadic people. The fact that gadje (non-gypsies) have persecuted the hell out of romani (their word for gypsies) is equally cultural - ja wohl? They wander around and try to survive...we blame them for shit and try to kill them. Pretty much the same game as we play with the jews, except nobody's offered to repatriate the romani to somebody else's land in the north of India (our old testament's better than their old testament). Hmmm...there's a decent Wiki so I'll shut up. Here's some Indian gyppos...I'd hit some of them.... (But it would have to be rape. That's very informative, but it doesn't answer my question...I was wondering if the Gypsies, at large, want to join the 21st Century (Euro-style) and be "assimilated," or do they want to continue their ancient nomadic traditions? I can't see the latter being tolerated; but if they won't "de-Gypsy," so to speak, we may be looking at a genuine ethnic cleansing in the near future.
Some years back I saw a documentary on Australian TV about a government program in Switzerland that was made out to be a kind of back-door cultural genocide. The Swiss authorities would forcibly remove Gypsy children from their families (their pretext being that the families, being nomadic, were "homeless" and the children weren't enrolled in school, etc.) and place them in upstanding bourgeois Swiss households. The Aussies had their own variant in their "White Australia" policy--snatching Aborigine children and placing them with white families. It didn't work out too well in either case.
The U.S. has its own "gypsies," about which little is known. They don't seem to be kin to European Gypsies, though--they're very white and cracker-ish. They left a wide wake of criminality through the Southeast when I was a child.

Yes - I read about that in East of Eden. If they're not kin to the Euro-Gyppos then they're not Romani, thus not really gyppos, except insofar as the word "gypsy" is a pejorative term referring to any peregrinating purloiner. Oh, Georgette they are related, all the Rom are. We have some settled groups here, they own most of the used car lots (as opposed to horse trading as they once did) buying up property on busy roads and turning them into rentals... You still don't want to screw with them. The Travellers in the UK and Eire are Rom as well, and they are usually pretty white in comparison to the Rom in South East Europe. There has always been inter breeding of some sort.
The Gypo's are many a British Child's Nightmare for many generations... the rag man, the tinker, the women coming to the door to read fortunes....

Snark aside, there are a number of ways to view the causitive agents of what keeps a culture seperate amongst classes that come to dominate certain areas of crime and class in our society.
It took the better part of 2 generations and the eventual tyranny of numbers inherent to our democratic process for the Irish to be conidered human by much of the North East's civil society.
The same result may or may not have finally come about for a certain other ethnic culture in my suburban hometown outside philly.
