My sister - the one who doesn't read this site - raised this subject 40 years ago but the discussion didn't last long. To everyone's surprised, my old man - a notoriously cheap bastard - acquiesced, but insisted he could only swing one boob at a pop. Little sis would have to wait six months for the second installment. End of story, except judging by appearances alone, she went out and bought her own.
