I'm thinkin' it's the bottle heater, but it looks pretty primitive to me.

The 1950's soviets used a lot of electric kettles. That is an electric double-boiler for heating milk. And in true 1950's safety-conscious ways, the electric cables can be removed from the pot easily for cleaning.

The one with the rats reminds me of when my guinea pigs chewed up the cord to my strobe-light. I'm guessing that they some-how avoided being electrocuted by it as they did a serious number on it.

My guess is it's a transformer (the electrical kind, not the "more than meets the eye" kind). Given the primitive and haphazard nature of the wiring shown (yes, let's wire the hot to the lamp body) it seems one was expected to dial in the required voltage separately for each appliance.
