First off, the headline makes it seem like the Moscow police chief did it. The shooter was apparently some kind of major:
"Mr Yevsyukov had risen rapidly through the ranks since joining the force in 2005. He had solved dozens of serious crimes as a detective and had won promotion based on his exemplary work record."
There is no police work that is so good that it gets you promoted to major in four years. The guy was in charge of a whole district.

His actual title is "City Police Cheif" his rank is Major. Apparently Moscow has a bunch of "Chief"s
