Un-Like those who were promoted be-fore me, I did my own college and correspondence works, and was actually capable of "shooting expert" with-out a bit of "fudging" on the part of my "grader." You'd have to look to Enron to find a system more open to corruption.

I don't know about Army but you can't be a 44 year old E-5 in the Corps; unless he was recently busted. And promotion system is based entirely on point, very difficult to game it - to drop someone down to a lower conduct or proficiency score you have to formally charge them.
