Right there you have the reason for "getting tough on drugs". Once you remove the states ability to make fine money from persecuting drug users, the whole house of cards comes falling down. They can no longer get money from fines, increased officer head count, court and prison budgets, etc. So what's the use?

If the keys were in the ignition, I would think that the teen-ager in the driver's seat could have at least been arrested for Driving While Impaired. The Public Works employee could have been (And, likely was even though there is no mention of it in the story) re-ported to his supervisor, and fired.
