That's not an American concept or even distinctly American and lacks a significant origin. Oktoberfest, which is held in September and ends in October, was a wedding reception (basically).
Unbeknownst to most Americans, fairs have been held all over the world at harvest time every year pretty much since the dawn of time and follow pretty much the same basic formula that ours follow.

If you were a middle ages farmer and had to hand cut and thresh acres and acres worth of wheat, barley and millet, your ass would be stone cold drunk 1.7 seconds after that last sheath was brought in. It's hard, dirty, sweaty work that keeps you fed all winter but when it's done, it's drinking time.
