Switzerland's Association for Transport Psychology wants authorities to place more emphasis on compulsory courses for speeders and regular reviews of their fitness to drive.
"Our view is that ordering the drivers to take part in therapy sessions is much more effective than simply making them open their wallets," Andreas Widmer, the association's president, said.

This is what is wrong with this country. Somehow we have lost our ability to inovate. How come our American therapists don't have an Association for Transport Psychology?

I am pretty sure that it was an organization like this that caused the fall of the Roman empire.
Maybe it's just a jobs program to hire poor people to be drivers. Find some guy that will work for nearly nothing and just have him drive everywhere hell bent for leather. Paying his fines would be cheaper than paying him.
