I've sat with a friend of mine in his patrol car and I'll be damned if he couldn't nail the speed almost exactly every time before the radar showed it.

And redlight running. And turning without a signal. And littering. If I was a patrolman I would write at least 10 tickets for littering every day, it pisses me off that much. Speeding, in and of it's self, is a pretty victim-less crime.
And I don't care if the cop can guess the speed every time. I want an independent source (the speed gun) to keep the cop honest. Even if only 1 percent of the tickets they write are "grudge tickets", that's too many from a public servant.

Handcuff repeat traffic offenders to a pole in the center divider of a freeway, 6" from the fast lane, for a few hours. Live video feed, too, and moisture sensing undies so we'll all know when they piss themselves.
